Franklin County faces a growing need for additional foster care resources.
There is a critical shortage of traditional foster families, particularly those equipped with training in trauma-informed care and behavior management. At the same time, increased staffing is needed within the Children’s Division and Chafee program to reduce caseloads and allow caseworkers to provide more individualized, consistent support for youth and their families.
In addition to these needs, Franklin County lacks sufficient residential care options within a coordinated system of care.
There is a particular need for a specialized residential program designed to serve:
Children who have struggled to succeed in traditional foster home placements
Older youth who require structured support as they prepare for independence
Sibling groups who benefit from staying together in a stable environment
A residential facility that works in partnership with existing community services—and provides a clear progression of care—can help ensure that each child receives the level of support they need at the right time.
